Both Liberty and CSLT recognize the importance of the proposed PreDesign Investigation (PDI) and are willing to work with the District to move forward with this project. Upon considering the project’s needs; we agreed on the use of a 38’ x 20’ work site area for the set- up of the MiniSonic Rig during the Well Drilling portion of the project; and for the set-up of the Smeal Pump Rig during the Well Development and Aquifer Testing portion of the project. The west ½ of the work site area includes a 19’ x 20’ portion of the paved parking area, covering no more than two(2) parking spaces on the Liberty Property. The east ½ of the work site area includes an adjoining 19’ x 20’ area on the CSLT Property (see attached GE Image). The CSLT is open to having a portion of their property graded if needed for construction of the Test Well. All other space needed for the staging of any support equipment, materials and supplies; and for performance of the work would be restricted to areas located on CSLT property or within the CSLT Right-of-Way along Eloise Avenue. In order to move forward with developing Right-of-Access Agreements for this work, we agreed to the following; 1. John C. will provide the District with Liberty’s terms and conditions for the temporary use of its property, but not limited to; a. Any damage to Liberty property during performance of the work must be repaired/replaced to match pre-existing conditions; b. Mobilization/Demobilization of any equipment, materials and supplies on Liberty Property must be scheduled on the weekend, outside regular business hours; c. The east entrance to the Liberty Parking Area must not be impeded during performance of the work; and d. The Project start date needs to be scheduled in the spring, on or about April 1, 2018. 2. John C. will also provide the District any Liberty engineering drawings showing the locations of any known underground utilities near or within the proposed work site area on Liberty Property; and a copy of their BMP Plan showing the subsurface drain believed to be located along the east margin of the Liberty Parking Area. 3. Randy C will provide the District with a draft Agreement for Right-of-Access to the CSLT property. The draft Agreement will include the CSLT terms and conditions for use of their property. 4. The District, Liberty and CSLT would like to see site plans from both the Drilling and Pump subcontractors showing their proposed site work layouts for the PDI. a. The proposed layout for the Drilling Program should show the locations of; i. MiniSonic Drilling Rig within the proposed site area; ii. Staging area(s) for support equipment, materials and supplies. iii. Layout Area for Core Inspection; iv. Waste Bins for solid waste disposal; v. Storage Tank(s) for fresh water; vi. Temporary storage tanks for wastewater generated during well drilling and initial development; vii. On-site GAC Filtration System, transfer pumps, hoses and ancillary equipment for treatment and temporary discharge of wastewater to MH TK388 and/or Eloise Retention Basin; viii. Support Vehicle Parking; ix. Port-a Potty; and x. Any other items needed for performance of the work. b. The proposed layout for the Well Development and Aquifer Testing Program should show the locations of; i. Smeal Pump Rig within the proposed site area; ii. Staging area(s) for support equipment, materials and supplies. iii. Temporary storage tanks for wastewater generated during Aquifer Testing; iv. On-site GAC Filtration System, transfer pumps, hoses and ancillary equipment for treatment and temporary discharge of wastewater to MH TK388 and/or Eloise Retention Basin; v. Support Vehicle Parking; vi. Port-a Potty; and vii. Any other items needed for performance of the work. Let me know if it’s possible to get the proposed layout drawings from the subcontractors sometime later next week. Also let me know if the subcontractors want to meet for a site walk prior to finalizing their layouts.
