CME personnel arrived onsite and reviewed plans in preparation for a pre con meeting scheduled for 10:00 am.
Attendees at the meeting were Cuz, Larry, Star, Adrian and Trevor from STPUD, Mike with El Dorado County along
with Wayne and Austin Vinciguerra. Concerns that were mentioned included the moisture condition of the existing
soil and if it would be suitable for backfill, lift size, and frequency of testing. Mike asked for 12'' lifts with testing
being performed every 100' on each lift. It was also discussed that 95% compaction would be required on Black
Bart and 92% on all other streets. The district also asked that in the event of a line being hit (regardless of who was
at fault) that they would supply the parts but asked the contractor to supply the labor. Vinciguerra stated that would
not be an issue. The contractor also stated that at this time they did not have a schedule or where they plan to
begin on the Black Bart project but said they plan to begin Ham Lane first due to time restrictions (work can only be
performed before Memorial Day or after Labor Day).
After the meeting, went to Ham Lane where Vinciguerra had a pot hole operation being conducted. The 2 man crew
was locating the 2'' steel water line along with gas, electric and communications. The depth of the water varied
between 33'' and 40'' at various locations They also looked for what was thought to be a 6'' waterline that might
extend on to Ham from Highway 50. No one was sure if there was one or where it might be located. The pot hole
showed the 2'' water 3, 4'' conduits and black iron pipe believed to be 4''. The contractor also laid out the saw cut
lines with the hope of having him there Friday morning.
At 5:00pm the contractor departed site....
