Invitation to Bid_Newspaper VersionINVITATION TO BID The South Tahoe Public Utility District (STPUD) invites sealed bids by electronic submission only for the construction of the Tahoe Keys Pump Station Replacement Project. Electronic Bids will be received until 2:00 pm, Wednesday, June 16, 2021. Hard copy original Bid Bond (or other acceptable form of bid security) MUST be delivered to District in advance of Bid deadline. Bids submitted after this time will not be accepted by the electronic bidding system. All bids that have been timely received will be publicly opened and the content read aloud at a virtual bid opening. Bids shall be valid for 60 calendar days after the bid opening date, as required in the Bid Form. The site of the work is located on DISTRICT property (APN 022-020-001), within an established residential neighborhood, at the northeast corner of the intersection of Tahoe Keys Boulevard and Venice Drive, in the City of South Lake Tahoe, in the County of El Dorado, California. The work to be performed under this Contract includes the furnishing of all labor, materials, tools, and equipment for the Tahoe Keys Pump Station Replacement Project. The work generally consists of the following: Demolition of the existing pumps, discharge piping, valves, electrical equipment and instrumentation control systems. Construction of new wet well with three submersible chopper pumps, valve/meter vault, manholes, piping, electrical equipment, instrumentation and control systems, mechanical equipment, site improvements, and incoming and outgoing sewer piping connections. All work associated with this contract shall include, but not be limited to mobilization/demobilization; dewatering of excavation; sheeting, shoring, and bracing of excavation; construction of wet well and valve/meter vault; traffic control; erosion and sediment control; cleaning; debris removal and disposal; verification of pipe lengths, depths, and diameters; sewer flow control; furnishing and installing pipe; providing bypass pumping, temporary piping, temporary electrical and controls equipment; final connections; inspection and testing; permitting; site restoration; and such other items or details that are required by the Contract Specifications and Plans to be performed, placed, constructed, or installed. After electronic bidding, each bidder shall submit their original Bid Forms to South Tahoe Public Utility District at 1275 Meadow Crest Drive, South Lake Tahoe, California by 2:00 P.M on June 18, 2021. The Contractor will be required to comply with State and federal contract rules and regulations including requirements for Disadvantaged Business Enterprise (DBE) and American Iron and Steel (AIS) as detailed in Sections 00 74 00 and 00 75 00 of the Specifications. The prime contractor is required to provide documentation that the local U.S. Small Business Administration (SBA) and/or the Minority Business Development Agency (MBDA) of the U.S. Department of Commerce were notified of the contracting opportunity at least thirty (30) calendar days prior to the bid opening date. A bid will be considered non- responsive unless it includes the forms required in Section 00 75 00 to be completed and submitted with the Bid. A virtual tour of the site of work will be conducted as part of the Pre-Bid Conference. In accordance with the provisions of California Public Contract Code section 3300, the South Tahoe Public Utility District has determined that the bidder shall possess a valid class A contractor license at the time of bid opening, the Contract is awarded and for the duration of the Contract. Failure to possess the specified license shall render the bid as non-responsive and shall act as a bar to awarding the contract to any bidder not possessing said license at the time of award.
