INVITATION TO BID
The South Tahoe Public Utility District (STPUD) invites sealed bids
by electronic submission only for the construction of the Secondary
Clarifier No. 2 Rehabilitation Project.
Electronic Bids will be received until 2:00 pm, Tuesday, March 28,
2023. Hard copy original Bid Bond (or other acceptable form of bid
security) MUST be delivered to District in advance of Bid deadline.
Bids submitted after this time will not be accepted by the electronic
bidding system. All bids that have been timely received will be pub-
licly opened and the content read aloud via web conference online.
Access information for this conference will be provided at a later
date. All interested parties are invited to attend. Bids shall be valid
for 60 calendar days after the bid opening date, as required in the Bid
Form.
The site of the work is located at the STPUD Wastewater Treatment
Plant, 1275 Meadow Crest Drive, South Lake Tahoe, California.
The work to be performed consists of but is not limited to: rehabilita-
tion of Secondary Clarifier No. 2 at the STPUD Wastewater Treat-
ment Plant including mechanical, structural, electrical, and instru-
mentation improvements. This includes demolition of the existing
sludge collector mechanism and replacement with a new sludge col-
lector mechanism and appurtenances; seismic retrofits and rehabili-
tation of the existing concrete tanks; replacement of existing secon-
dary clarifier handrail and V-notch weirs; installation of new density
current baffles; demolition and replacement of existing RAS piping;
new clarifier drive in existing MCC; integration of new sludge collec-
tor mechanism controls to the PLC; and site civil improvements in-
cluding excavation, grading, and paving as required to accommodate
new improvements. Major materials have already been procured by
the District such as the sludge collector mechanism, baffles, covers,
and weirs.

at the South Tahoe Public Utility District Offices, 1275 Meadow Crest
Drive, South Lake Tahoe, California.
In order to download the Contract Documents and receive addendums
and notifications when issued, Bidders must register as a vendor at
the District's Vendor Portal:

Electronic bids will also be submitted through this website. Paper
bids will not be accepted.
Contract Documents are available for free download on the District's
Vendor Portal. For assistance in downloading these documents or
registering as a vendor contact Star Glaze, Contracts Administrator
at (530) 543-6205.
All bids are to be submitted electronically as required in Section
00}0_00 - Instructions to Bidders. After electronic bidding, each bid-
der shall submit their original Bid Farms to South Tahoe Public Utili-
ty District at 1275 Meadow Crest Drive, South Lake Tahoe, California
by 2:00 P.M on March 30, 2023.
Questions or comments regarding this project must be submitted
electronically via our electronic bidding system and must be received
by the District no later than 4:00 pm, on March 21, 2023. Questions re-
ceived after the date indicated will not be accepted. Phone Calls,
Emails and faxes will not be accepted. Responses from the District
will be communicated via the electronic bidding system.
This project is being funded, in part, by the California Clean Water
State Revolving Fund (CWSRF) Program. The Contractor will be re-
quired to comply with State and federal contract rules and regula-
tions including requirements for Disadvantaged Business Enterprise
(13RE�) and American Iron and sleet (AIS) as detailed in Sections

Administration (SBA) and/or the Minority Business Development
Agency (MBDA) of the
U.S. Department of Commerce were notified of the contracting oppor-
tunity at least thirty (30) calendar days prior to the bid opening date.
A bid will be considered non -responsive unless it includes the forms
required in Section 00_75_00 to be completed and submitted with the
Bid.
A mandatory Pre -Bid Conference will be held on Thursday, February
23, 2023, at 10:00 am at the project site (1275 Meadow Crest Drive,
South Lake Tahoe, California). Any bidder absent from the Pre -Bid
Conference shall have their bid disqualified as non -responsive. A tour
of the site of work will be conducted as part of the Pre -Bid Confer-
ence.
In accordance with the provisions of California Public Contract Code
section 3300, the South Tahoe Public Utility District has determined
that the bidder shall possess a valid class A contractor license of the
time of bid opening, the Contract is awarded and for the duration of
the Contract. Failure to possess the specified Ilcense shall render the
bid as nonresponsive and shall act as o bar to awarding the contract
_ to any bidder not possessing said license at the time of award -
