Electronic Bids will be received until 2:00 pm, Tuesday, March 28, 2023. Hard copy original Bid Bond (or other acceptable form of bid security) MUST be delivered to District in advance of Bid deadline. Bids submitted after this time will not be accepted by the electronic bidding system. All bids that have been timely received will be publicly opened and the content read aloud via web conference online. Access information for this conference will be provided at a later date. All interested parties are invited to attend. Bids shall be valid for 60 calendar days after the bid opening date, as required in the Bid Form. The site of the work is located at the STPUD Wastewater Treatment Plant, 1275 Meadow Crest Drive, South Lake Tahoe, California. The work to be performed consists of but is not limited to: rehabilitation of Sec- ondary Clarifier No. 2 at the STPUD Wastewater Treatment Plant including me- chanical, structural, electrical, and instrumentation improvements. This includes demolition of the existing sludge collector mechanism and replacement with a new sludge collector mechanism and appurtenances; seismic retrofits and rehabilitation of the existing concrete tanks; replacement of existing secondary clarifier handrail and V-notch weirs; installation of new density current baffles; demolition and replacement of existing RAS piping; new clarifier drtve in existing MCC; integration of new sludge collector mechanism controls to the PLC; and site civil improvements including excavation, grading, and paving as required to accommodate new improvements. Major materials have already been procured by the District such as the sludge collector mechanism, baffles, covers, and weirs. After electronic bidding, each bidder shall submit their original Bid Forms to South Tahoe Public Utility District at 1275 Meadow Crest Drive, South Lake Tahoe, California by 2:00 P.M on March 30, 2023. Responses From the District will be communicated via the electronic bidding system. This project is being funded, in part, by the California Clean Water State Revolv- ing Fund (CWSRF) Program. The Contractor will be required to comply with State and federal contract rules and regulations including requirements for Disadvan- taged Business Enterprise (DBE) and American Iron and Steel (AIS) as detailed in Sections 00_74_00 and 00 75 00 of the Specifications. The prime contractor is required to provide documentation that the local U.S. Small Business Admin- istration (SBA) and/or the Minority Business Development Agency (MBDA) of the U.S. Department of Commerce were notified of the contracting opportunity at least thirty (30) calendar days prior to the bid opening date. A bid will be consid- ered non -responsive unless it includes the forms required in Section 00_75_00 to be completed and submitted with the Bid. A mandatory Pre -Bid Conference will be held on Thursday, Feb- ruary 23, 2023, at 10:00 am at the project site (1275 Meadow Crest Drive, South Lake Tahoe, California). Any bidder absent from the Pre -Bid Conference shall have their bid disqualified as nonre- sponsive. A tour of the site of work will be conducted as part of the Pre -Bid Conference. In accordance with the provisions of California Public Contract Code section 3300, the South Tahoe Public Utility District has determined that the bidder shall possess a valid class A contractor license at the time of bid opening, the Con- tract is awarded and for the duration of the Contract. Failure to possess the specified license shall render the bid as non -responsive and shall act as a bar to awarding the contract to any bidder not possessing said license at the time of award.
