AN ORDINANCE OF THE SOUTH TAHOE PUBLIC UTILITY
DISTRICT APPOINTING CLERK OF BOARD/GRANTS ADMIN-
ISTRATOR AMENDING ORDINANCE NO. 338 PROVIDING
FOR THE COMPENSATION OF OFFICERS OF THE SOUTH
TAHOE PUBLIC UTILITY DISTRICT
BE IT ENACTED BY THE BOARD OF DIRECTORS OF THE SOUTH
TAHOE PUBLIC UTILITY DISTRICT, County of E1 Dorado, State of
California, as follows:
Appointment of Pat A. Mamath as Clerk of Board/
Grants Administrator
That Section 2, of ORDINANCE NO. 338, be amended
to read as follows:
That the Clerk of Board/Grants Administrator, as
an Officer of the South Tahoe Public Utility
District, shall receive as compensation of said
office, the sum of TWO THOUSAND, THREE HUNDRED
DOLLARS ($2,300) PER MONTH, effective April 5,
1984.
This ORDINANCE as stated above, passed and adopted at a
regular meeting of the Board of Directors of South Tahoe Public Utility
District, on the 15th day of March, 1984, amends only the sections
mentioned above, and in all other respects, ORDINANCE No. 338 shall
remain hereby ratified, confirmed and in full force and effect.
This ORDINANCE shall take effect thirty (30) days after its
passage. At lease one (1) week before the expiration of said thirty
(30) day period, copies of said ORDINANCE shall be posted by the Clerk
of the South Tahoe Public Utility District, at three (3) public places
in said District, and at least one (1) week before expiration of said
thirty (30) day period, this ORDINANCE shall be published in the Tahoe
Daily Tribune, a newspaper of general circulation, printed and pub-
lished in said District one (1) time.
PASSED AND ADOPTED at a duly held meeting of the South Tahoe
Public Utility District on the 15th day of March, 1984 by the following
vote:

CALSSIFICATION - CLERK OF BOARD/GRANTS ADMINISTRATOR
DESCRIPTION - Under supervision of the District Manager/Engineer
performs duties as Clerk of Board, Grants Administrator and Ex-
Officio Secretary of the Board of Directors. Performs a wide variety
of executive secretarial duties, responsible for District's office
records; coordinating the flow of paperwork between the District,
contractors, EPA, SWRCB, and other involved agencies. Supervises the
work of one secretary and one clerk.
DISTINGUISHING CHARACTERISTICS - Requires independent performance of
a wide variety of responsible duties. Must have a knowledge of the
procedures, rules and regulations of the District and must be able
to apply this information in the performance of position and interpret
this information to the public. Wide latitude is permitted in the
performance of assignments. Handles confidential matters related to
District business.
EXAMPLE OF DUTIES:
Board Meetings
o Prepare and distribute agendas
o Attend Board meetings; take notes, transcribe minutes
of regular, adjourned and special Board meetings
o Attend workshop sessions and take notes as needed
Ordinances and Resolutions
o Maintains books of Ordinances and Resolutions and Logs for same
o Attest signature of Board President or Vice President
o File Notice of Completion/Resolution with County Recorder
o Drafts for Board approval and/or consideration (if not done
by Attorney)
o Notarizes as needed
Bids requested by Board of Directors
o Supervises receipt
o Publishes in newspapers (3)
Assessment Districts
o Records and files with County Recorder any and all proceedings
after completion by engineers
o Signs all Assessment Bonds under direction of Bonding attorney
Elections
o Under direction of County Clerk, handles proceedings for election
of Board members
Personnel Files
o Maintain and set-up confidential personnel file for each employee
o Notify payroll of employee pay increases after evaluation by
supervisor
o File copies of medical computation sheets for management personnel
Grant Administration
o Assists in preparation of grant applications
o Prepares grant amendments, grant payment requests, contract
agreements, contract amendments and change orders, submitting
required documents to government agencies for approval
o Maintains all other grant records and files and submits reports
as required by Federal and State regulations
o Continually remains knowledgeable of current State and Federal
regulations pertaining to District grants
o Prepares detailed cost reports of grant projects for General
Manager
o Assists State Controller's office in audit of District grants
and resolves any known matters of question before the final
audit determination
Contract Administration
o Assists in issuance of purchase orders for contract work, letters
of authorization to proceed, preparation of Contracts and Agree-
ments or Task Orders, Closeout Agreements and other Closeout Forms
o Assist with Contract Administration Manual and Forms
o Make reference calls for potential Engineering firms
S~pervision of:
o Opening and routing of mail
o Upkeep of District scrapbook (newspaper clippings, etc.)
o Various typing and copying duties
o Distribution of blank medical forms as needed
Miscellaneous
o Independently answers correspondence related to duties
o Custodian of District seal
o Preparation of Pipeline Employee Newsletter

Secreatry to Manager/Engineer and Assistant Manager/Engineer
o Prepare correspondence, memorandums, reports
o Maintain assignment schedules
o Supervises secretarial duties for the Manager/Engineer, Assistant
Manager/Engineer, Division Managers, and Safety Committee
o Responsible for maintenance of District files and records
o Responsible for preparation of Program Manager's reports to
Board of Directors
o Other duties as required by Manager/Engineer and/or Assistant
Manager/Engineer
MINIMUM QUALIFICATIONS
Training and Experience - Five years of progressively responsible
work in secretarial and management fields, or combination of ed-
ucation and experience equal to five years experience. Experience
in working with the Clean Water Grants program and regulations, and
in dealing with the State and Federal agencies administering the
program. Basic knowledge of contract legalities. Must have a valid
California driver's license.
Knowledge and Abilities - Must be able to independently perform
most duties listed; must have ability to assume responsibility and
make decisions; prepare and maintain complete records and reports
and devise improvements as necessary; deal tactfully and courteously
with the public and establish and maintain cooperative and effective
working relationships with fellow employees.
