RESOLUTION NO. 2802-05
RECOGNIZING THE HONORABLE TIM LESLIE
FOR HIS OUTSTANDING SERVICE TO
THE SOUTH TAHOE PUBLIC UTILITY DISTRICT
WHEREAS, Tim Leslie has faithfully represented the community of South Lake
Tahoe in both the California State Senate and Assembly beginning in 1986; and
WHEREAS, during his years of service, Tim Leslie has represented the
community of South Lake Tahoe and the South Tahoe Public Utility District in a
open and professional manner; and
WHEREAS, in 1994, Tim Leslie, recognizing the additional burden placed on
Lake Tahoe Basin wastewater providers by the Porter-Cologne Act, successfully
introduced SB 1224 to provide financial relief to those agencies and their
customers; and
WHEREAS, recognizing the limited fire fighting capabilities in Lake Valley, Tim
Leslie successfully sponsored SB 1522, allowing special recycled water fire
hydrants to be installed, thereby enhancing fire fighting capabilities for residents
and the District's Luther Pass Pump Station; and
WHEREAS, also recognizing the tinder-dry state of the Tahoe Basin after years
of fuel accumulation, Tim Leslie convened the first ever Lake Tahoe Fire Forum
bringing together fire agencies, regulators, and the community to facilitate
implementation of the Healthy Forests Act; and
WHEREAS, in 2005, with passage of Proposition 1 A that ensured protection of
local government's property tax revenues, but eliminated the provisions of
SB 1224, Tim Leslie included language in the enabling legislation that, again,
gave the District and its customers relief from property tax revenue loss; and
WHEREAS, in an effort to encourage collaboration between erosion control
projects and public utilities, and to provide equity to customers, Tim Leslie
successfully introduced AB 2186 and AB 270 to reimburse public utilities for
underground utility relocation necessitated by erosion control projects; and
WHEREAS, as a long-time resident of the Lake Tahoe Basin himself, Tim Leslie
possesses a deep and genuine appreciation of the unique and fragile nature of
both the environmental and economic health of the Lake Tahoe Basin; and
NOW, THEREFORE, BE IT RESOLVED, that the South Tahoe Public Utility
District does hereby express its deep appreciation to Assemblyman Tim Leslie
for his many works of public service to the people of South Lake Tahoe and to
the District, and is truly a "Friend of the District;" and
