contract, and section 1776(e), which allows joint labor-management committees to receive certified
payroll records with only social security numbers redacted.

Dear Melonie Guttry,
This letter constitutes a public records request pursuant to the California Public Records Act,
Government Code section 6250, et seq. (“CPRA”), and a request for certified payroll records pursuant to
Labor Code section 1776(b)(3).
NorCal Construction Industry Compliance (herein “NCIC”), is a joint labor-management organization
formed pursuant to the Labor Management Cooperation Act of 1978 (29 U.S.C. Sec. 175a). NCIC is
committed to ensuring a level playing field for contractors and workers by promoting equitable
contracting, and ensuring compliance with all applicable state and federal labor laws governing the
construction industry.
We were recently notified of the above referenced public works project and require documentation from
your agency for our review. Please provide true and correct copies of the following documents:

2)List of all subcontractors
3)The official bid advertisement for the project
4)Copy of the Notice to Proceed
5)The notice to Bidders
